Who are the South Wales Parking Group (SWPG)

In 2010 South Wales Police notified each relevant authority of their intention to withdraw the Traffic Warden Service from the 31st December 2010.  This would enable them to concentrate their resources on more serious crimes.


There were five authorities affected by the withdrawal of the Traffic Wardens and Merthyr Tydfil County Borough Council was the first to apply for the transfer of these powers under the Traffic Management Act 2004.


Under the Act authorities are able to employ Civil Enforcement Officers to manage parking restrictions in their areas.  Civil Parking Enforcement, as the process is commonly known, or CPE, allows the authorities the ability to tackle wider transport issues such as traffic congestions, road safety and to safeguard the interest of residents, blue badge holders, transport operators and local businesses.


The Council, having had expierence in parking management and enforcement decided to launch the SWPG with the aim of sharing this experience and its resources whilst providing a consistent and cost effective service to local authorities and other organisations. 


On developing the SWPG it was only natural to implement policies and practices already being used in a similar arrangement by nine North Wales Councils who have also joined together under the Wales Penalty Processing Partnership (WPPP).


We have worked closely with the WPPP to ensure our policies and procedures mirror those of the North Wales authorities with the aim of providing consistency thoughout the whole of Wales for the benefit drivers using the parking facilities in the country.


The SWPG also works closely with each of its client to ensure that we meet the needs of the client and its customers when managing their penalty charge notices.
