The South Wales Parking Group (SWPG) process Penalty Charge Notices on behalf of the following Local Authorities: Rhondda Cynon Taf CBC, Merthyr Tydfil CBC, Blaenau Gwent CBC, Caerphilly CBC, Monmouthshire CC, Newport CC, and Torfaen CBC.

These Local Authorities employ Civil Enforcement Officers (CEOs) to patrol and enforce marked and/or signed traffic restrictions such as single/double yellow lines, disabled bays, loading bays, etc. Such restrictions are supported by Traffic Regulation Orders (TROs) and Penalty Charges Notices (PCNs) are issued for associated civil parking contraventions.

South Wales Police and Gwent Police have retained responsibility for the enforcement of obstructions to footways, driveways, junctions and moving traffic offences. If you wish to report instances of obstructive parking to the Police, you can do so via their non-emergency contact telephone number - 101.
